Royal Decree

The Royal Decree 56/2002 allows the establishment of Free Zones in Oman and Salalah Free Zone was established in 2006 through the Royal Decree No. 62/2006. The free zone was established on 1848.19 hectares of lands in two major plots, adjacent to the port, divided between Raysut and Adhan. The government of Oman is leasing the land for a period of 50 years, to the Salalah Free Zone Company, effective as of March 2007. Salalah Free Zone Company SAOC is the sole operator for the Free Zone in Salalah, and 100% owned by the government.

Royal Decree No. 62/2006 Establishment of Salalah Free Zone

We Qaboos bin Said, Sultan of Oman. After the perusal of the state’s basic law promulgated via Royal Decree Number 101/96; And the Commercial Register Law promulgated via Royal Decree Number 3/74 and its amendments; And the Commercial Companies’ Law promulgated via Royal Decree Number 4/74 and its amendments; And the Corporate Income Tax Law promulgated via Royal Decree Number 47/81 and its amendments; And the Corporate Profit Tax Law promulgated via Royal Decree Number 77/89 and its amendments; And the free zones law promulgated via Royal Decree Number 56/2002; And Royal Decree Number 67/2003; which applies the GCC unified Customs Law; and as requested by public interest; We decree the following:

First article:

A Free Zone in the Wilayat of Salalah shall be established under the name ‘The Free Zone in Salalah’ on the land specified in the enclosed plan.

Third article:

The operating party and the working company shall be given the incentives, privileges and facilities stated in the Free Zones Law and the enclosed list.

Second article:

Salalah Free Zone Company SAOC shall be the operating party for the Free Zone in Salalah.

Fourth article:

This Decree shall be published in the official gazette and shall come into force with effect from the following day after its publication.

Royal Decree No. 56/2002

We, Qaboos bin said, Sultan of Oman:

After perusal of the Basic Law of the State issued by the Royal Decree No. (101/96).

The Commercial Companies Law Issued by the Royal Decree No. (4/74) and the amendments thereof.

The Royal Decree No. (48/76) on Signing of the Internal and External Financial Transactions and amendments thereof.

The Commercial Agencies Law issued by the Royal Decree No. (26/77) and the amendments thereof.

The Land Law issued by the Royal Decree No. (5/80) and the amendments thereof.

The Royal Decree No. (5/81) Regulating the Use of the Sultanate’s Land and the amendments thereof.

The Companies Income Tax Law issued by the Royal Decree No. ( 47/81) and the amendments thereof.

The Executive Regulations for the Regulation of the Use of the Sultanate’s Lands Law issued by the Royal Decree No. ( 88/82) and the amendments thereof.

The Law of Commerce issued by the Royal Decree No. ( 55/90) and the amendments thereof.

The Investment of Foreign Capital Law issued by the Royal Decree No. ( 102/94) and the amendments thereof.

The Financial Law issued by the Royal Decree No. ( 47/98) and the amendments thereof; and In pursuance of the public interest.

Have Decreed the following:

Section 1:

The Free Zone shall be governed by the Law attached hereto.

Section 3:

The Chairman of the Free Zones Committee shall issue the regulations and decisions for the implementation of the attached law.

Section 2:

All that is contrary to the attached law or contradicts the provisions thereof is hereby repealed.

Section 4:

The Chairman of the Free Zones Committee shall issue the regulations and decisions for the implementation of the attached law..
